Prepare Saffron and Seafood
Steep the crushed saffron threads in 2 tablespoons of hot water and set aside. Pat the shrimp and calamari dry with paper towels. Lightly season all seafood with salt and pepper.

Sear Seafood
Heat half of the olive oil in a 15-16 inch paella pan or a large, shallow, oven-safe skillet over medium-high heat. Add the shrimp and sear for 1-2 minutes per side until just pink. Remove and set aside. Add the calamari and sear for 1-2 minutes until lightly browned. Remove and set aside. Do not overcrowd the pan; work in batches if necessary.

Create the Sofrito
Reduce heat to medium and add the remaining olive oil to the pan. Add the chopped onion and bell pepper and cook, stirring occasionally, until softened, about 5-7 minutes. Add the minced garlic and cook for another minute until fragrant. Stir in the grated tomatoes and smoked paprika. Cook for 5-7 minutes, stirring occasionally, until the tomato mixture has thickened and deepened in color.

Add Rice and Stock
Stir the rice into the sofrito, ensuring each grain is coated. Cook for 1-2 minutes. Pour in the hot fish stock and the saffron mixture. Season with salt and pepper. Bring the mixture to a rolling boil, then reduce the heat to medium-low. Distribute the rice evenly across the pan; do not stir the rice from this point forward.

Cook the Paella
Simmer gently for 10-12 minutes. Then, arrange the seared shrimp, calamari, and cleaned mussels on top of the rice. Continue to cook undisturbed for another 8-10 minutes, or until the liquid is mostly absorbed, the rice is tender, and the mussels have opened. If the top of the rice seems too wet, you can briefly increase the heat for the last 1-2 minutes to encourage the 'socarrat' (crispy bottom layer).

Rest and Serve
Remove the paella from the heat. Cover the pan loosely with foil or a clean kitchen towel and let it rest for 5-10 minutes. This allows the rice to finish cooking and the flavors to meld. Discard any unopened mussels. Garnish with fresh chopped parsley and serve immediately with lemon wedges.
